Can I get an arrest record of someone who was recently arrested in a different state, other then where i live?

Someone I know was arrested on speeding and possibly other violations while visiting a relative in another state, but he claims it was only for speeding. The amount to be bonded out was 2500.00 and he says that he is not able to leave the state of Georgia until his court date in February. I was wondering if anyone knows if I would be able to get a copy of that arrest record, or would it be to soon, since the court date has not yet come. If I am able to get a copy, would I call the police or sheriffs department in the city/county where he was arrested? I live in Ohio and cannot afford to drive to Georgia for a copy of this incident. I just find it hard to believe that bond would be 2500.00 for speeding, and would like to find out what the other charges are. Any information would be helpful and appriciated
