Is my record open to public if i was arrested and charged on base?

Stupid move that i stole from the affees, which i knew was wrong of me and i got causght. im not sure what the privacy act is and i just want to know since i am underage and the iccident happened with the millitary justice sys, would it be open for the open public(ouside the base) to see these charges?
