Usually, the couple each received a copy of the the certificate. If that didn’t happen, then they need to contact the person who performed the ceremony to find out how to get the paperwork redone. If that isn’t possible, then they can present their license and information (photos of ceremony, something basically showing that a marriage was performed after obtaining license) to a judge who will rule whether a valid marriage exists or not or s/he can remarry them. Records screwup happen periodically.
That said, if this marriage occurred years ago, the fact that they have been filing taxes all these years will certainly show that they believed they were married. Pretty much all the judge needs.
Do they remember who performed the ceremony? If he was a pastor a church the church will have records.You can also get the records of census,Grayson county had a fire a few years ago.
My Grand Parents lost all that stuff in a house fire and took records from the church,the bank and local newspaper to the Social security gremlins.Good luck
