  2. I think that once an arrest has been made, only the district attorney can decide to drop the charges. If this is a first offense with no prior record, there will probably be a fine and a 2-3 year probation period. If there are no incidents during probation the record will be cleared. All of this depends on the retail value of goods stolen from the store. The higher the amount, the higher the fine and it could lead to a burglary vs. petty theft charge. Hope this helps.
