Transcribing from a tape is not easy and usually filled with inaccuracies or gaps. If there are multiple parties/attorneys, for example, it's not always easy to determine who's talking from a tape. Sometimes people talk over one another, or not loud enough, and the court reporter will speak up and make sure that she/he is getting what's said down accurately at the time. If there's a word that needs to be repeated, the court reporter will ask on the spot.

Having read transcriptions of tapes, I can tell you they always have numerous places where it says "unintelligible" or "inaudible." And if there's a problem with the tape, it's usually not caught right away, meaning portions of the transcript will be missing.

It's also much quicker to do a transcript from court reporter's record than from a tape. The tape has to be done in real time, so for each hour of a hearing, there'd be at least an hour of listening to the tape afterwards. So, transcripts couldn't be produced as quickly.
